Read the text carefully and then do the activities.

African officials who receive bribes as part of their routine are quick to tell you it is a moral decision. As long as they provide social amenities, such as roads, hospitals and schools, they are welcome to a huge slice of the national cake.

In most countries in Africa and Asia, salaries are so low, families so big and cost of living so internationally high that some degree of corruption becomes a common practice. For example, the official salary for a governor in oil-rich Nigeria is, as far as we know, less than $ 2,000 a year. The average policeman now earns a little more than $7, OO a year. He probably has seven children and fifteen other dependents from the extended family to support. When you look at the billions of dollars hidden by African leaders in foreign banks, simple thefts appear vulgarand cheap. For example, former Zaire leader, Mobutu Sese Seko’s ill gotten fortune in Europe was estimated at $ 4

billion. Sani Abacha, a recent military dictator, who according to the Times of London had about $ 5billion (a 1/6 of this nation’s foreign debt) in European banks.

I am disappointed it has not occurred to the West to encourage our African leaders to steal larger sums of money and put them away in European banks which they can seize as part payment of our national debts.
